Terms of Reference (TOR) for a Short-term assignment

 

Selection of expert for preparing of Comparative Dynamic Analysis and use and implementation of the platform for shared knowledge SEA procedures for the purpose of project implementation  called SPEEDY – Shared Project for Environmental Evaluation with DYnamic governance (1 senior expert)

 

PROJECT BACKGROUND AND DESCRIPTION OF SCOPE OF THE WORK

 

The municipality of Rakovica is a member of ten members consortium which implements project called SPEEDY – Shared Project for Environmental Evaluation with DYnamic governance. SPEEDY is selected project within CBC Adriatic IPA Programme (Cross-border cooperation between Adriatic states) under priority 3. Accessibility and Networks and measure 3.3 Communication networks.

 

The project is implemented under leadership of the Region of Abruzzo – Directorate for Bureau Affairs, Legislative and EC Policies, External Affairs, Energy, Italy and other members of consortium are following:

Description of the Scope of the Work

 

The Strategic Environmental Assessment (SEA) Directive is an important step to forward in European environmental law, by requiring that the environmental effects of a broad range of plans and programmes have to be assessed. Whilst the concept of strategic environmental assessment is relatively simple, the implementation of the Directive sets Member States in a hard challenge. In many cases it requires more structured planning and consultation procedures. There are difficult questions of interpretation, but when properly applied, these assessments can help produce decisions that are more sustainable, now and for future generations.

 

The SPEEDY overall objective is to favor transnational cooperation between Public administrations aimed to develop and apply an efficient environmental assessment process in the Adriatic space.

 

This goal fits very well with the Candidate Countries/Potential Candidate Countries’ (CC/CCPs) efforts to transpose the EU acquis in order to approximate their legislation and policies with European standards in the environmental topic.

 

In detail, the above objective will be achieved through the development of SEA web platform aimed to promote and extend knowledge and share information about SEA.

Thanks to this advanced web platform each beneficiary will be trained and will obtain in real time information on events, legislation and procedures, so it will be part of SEA critical issues management. SEA web platform will facilitate transnational consultations on international plans and programmes according to SEA Directive, such as the New Adriatic cross-border Cooperation Programme 2014-2020.

 

DESCRIPTION OF THE ASSIGNMENT

 

Title: One (1) Senior Expert

 

Duration of the assignment: Up to a total of 46 working days

 

Period of the assignment: January 2015 – April 2015

 

Place of assignment: Belgrade, Serbia

Brief description of the assignment:

 

One foreseen activity in the project is related to preparation of overarching Comparative Analysis of SEA and use and use and implementation of the platform for shared knowledge in field of environment.

 

The strategic environmental assessment must highlight the difficulties in integrating SEA procedures within planning and programming processes, the lacks of information and the training needs. It also aims to show-up and overcome the difficulties encountered in setting-up of an effective coordination

between the SEA procedure and other EU Directives.

 

Different institutional settings, stages of implementation of EU legislation and large production of detailed rules at local level have enabled strong differences in procedures and methodologies concerning SEA leading to basics problems limiting the sustainable development. Analysis of local/national regulations, of the different institutional settings and procedures for SEA, might allow the delivery of a shared set of proposals harmonizing the different provisions. Comparative Dynamics Analysis will evaluate the state of the art and compare the procedures of SEA currently set-up, better identifying gaps and critical issues about procedures affecting the fulfillment of the objectives set by EU.

 

Use and implementation of the platform for shared knowledge should allow achieving the objectives set by the project through the activation and implementation of the various tools of work-sharing provided by the platform. This phase includes the usual monitoring and realignment of the activities, and testing phase about cross-border SEA consultation activities.

 

Expert’s Activities

 

For the purpose of effective and efficient realization of project activities, the Municipality of Rakovica as a member of consortium in above mentioned project is publishing advertisement for selection of Senior expert for performing Comparative Dynamic Analysis in SEA procedure (Activities 3.3. and 3.4. of Work Package 3) and assistance in building up of Share Knowledge Platform in field of environment (Activity 5.1 within Work Package 5) with following project duties and responsibilities:

 

  • Gathered data: analysis and comparison to make a comparative framework of the data gathered through the definition the common criterions for the comparison, about the SEA procedure;

 

  • Preparation of Comparative Dynamic Analysis on implementation of SEA procedure in Serbia;

 

  • Dynamic Updating – the data summary concerning the action will be updated using the platform that will allows verification of the completeness and significance of the data-base delivered, in order to achieve a comprehensive framework, especially aimed at analyzing all the critical issues;

 

  • Executive planning of the SKP starting from the proto-type developed. The final design will contain all the information and diagram schemes.

 

EXPERT’S PROFILE

 

Qualifications and skills

 

 University degree (where a university degree has been awarded on completion of three years study in a university or equivalent institution) in field relevant to the assignment

 Fluency in English

 Computer literacy

 Good communication and reporting skills

 Knowledge of Serbian Language will be an advantage

 

General professional experience

 

 Minimum 7 years of postgraduate professional experience in the environmental sector in an EU Member State, Candidate or Potential Candidate country

 

Specific professional experience

 

 Proven minimum 5 years of professional postgraduate experience in analysis/drafting and/or implementation of SEA procedure in an EU Member State, Candidate or Potential Candidate country;

 Proven professional postgraduate experience in implementation of SEA procedure in Serbia;

 Proven professional postgraduate experience in designing web materials under SEA procedure.
